Constitution

Preamble 

 

Article I: Organization 

Section 1. The Officers of NSGH shall be the President, Vice-President, Treasurer, Secretary, and Website Chair. These officers must be enrolled students studying on campus.

Section 2. The President, Vice-President, and Treasurer will be elected by the members of NSGH one month prior to the end of Fall semester. Elected Officers shall begin their term during the first month of the following Spring semester having completed a one-month transition with previous officers.

Section 3. The President shall be any student who will be enrolled at the School of Nursing for the entire academic year following Fall elections. The President shall plan and lead each general meeting in collaboration with the Vice President. The President has voting privileges.

Section 4. The Vice-President shall be any student who will be enrolled at the School of Nursing for the entire academic year following Fall elections. He or she will perform the duties of the president in their absence. The Vice-President has voting privileges.

Section 5. The Treasurer shall be any student who will be enrolled at the School of Nursing for the entire academic year following Fall elections. He or she shall be responsible for overseeing the funds of NSGH. He or she shall approve via signature all NSGH budget proposals, grants, and contracts. The Treasurer is responsible for keeping record of all of NSGH’s financial decisions and for managing the student account. Any funds taken from the NSGH account must be approved by the Treasurer.
The Treasurer has voting privileges.

Section 6. The Secretary shall be any student who will be enrolled at the School of Nursing for the entire academic year following Fall elections. The Secretary is responsible for keeping the minutes of the general meetings and making them available to all NSGH students on the intranet site. The President, Vice-President, or Treasurer shall serve concurrently as Secretary if no members volunteer to fill the position.The Secretary has voting privileges.

Section 7. The Web Chair shall be any student enrolled at the University for the entire calendar year following Fall elections. The Web Chair shall be responsible for managing and updating the NSGH independent website, pages posted to the School of Nursing site, and the nursing intranet site with the most recent announcements. He or she shall have creative authority over the website’s design.

Section 8. Unexpected vacancies in any of the aforementioned elected offices shall be filled by a special election.

Section 9. Members-at-Large serve the organization upon approval by the President, Vice-President, Treasurer, Secretary and Website Chair.Members-at-Large have voting privileges.

Section 10.  Any officer may be recalled of his or her duties by a plebiscite range vote in favor of such action. After recall the former officer may participate as an ex officio member of NSGH for at least a semester.

Article II: Finances 

Section 1. The Treasurer’s authorization is required to use funds of the organization. 

Section 2.  Dues are not required of members of the organization.

Section 3.  The Treasurer is responsible for the collection and disbursement of funds.  Expenditures over $500 will require a co-signature of the President or Vice-President.

Article III: Meetings 

Section 1.  Meetings will be held weekly and members will be notified via listserve email, independent website, and Facebook group.  Administrative Board meetings will be held at least once per month.  Officers will be notified via email.

Section 2.  Organizational decisions will be made at general body meetings by consensus. 

Section 3.  All organization members are eligible to vote at general body meetings.  At least seven members will constitute a quorum.

Article IV: Amendments 

Section 1. A referendum can be called by a majority vote of the membership body or by a petition with 10 member signatures presented to the organization. Petitioners should have a topic on the petition that is a singular phrase or clause and in line with the preamble to this constitution.

Section 2. Amendments that significantly change the structure or intent of this Constitution must pass a student referendum. A minimum of 10 members must vote, and a majority must approve the amendment.

Article V: Ratification 

The Constitution shall be ratified by a two-thirds vote of the membership body.

Article VI: Parliamentary Procedure 

 

Dynamic facilitation will be referenced for instances not covered by the Constitution.

Article VII: Advisor 

The default advisor will be the current Assistant Dean of GLobal Health Affairs at the School of Nursing. Additional advisors may be presented by any voting member and approved by a two-thirds 15-person vote of the general body present at a designated general body meeting.

Article VIII: Affiliations 

 The organization is affiliated with the University of Pennsylvania School of Nursing.
