"At Penn Nursing, what started
more than a decade ago with empowerment programs for village
women is today many international outreach efforts in
teaching, research, and clinical care. Lasting health
care reform cannot happen in isolation, outside the context
of a country's economic and sociopolitical imperatives,
without developing and maintaining partnerships with
the local communities themselves through the ministries
of health, nurses and midwives councils, hospitals, universities,
and health care clinics."
